Para can you set the server (all weapons) so that the players over 100 ping did not have access to the server? Play against such players is difficult and there is no sens.
Player with such a high ping is hard to detect cheating.

I realize it can be annoying to play against high pingers. It's annoying for them too.
But the thing is, they don't have q3 1.16 servers in their region so they won't be able to play at all. I don't think it is really fair to deny them from playing quake 3.
